So my location has changed again (will update in the other forum), but my new ISP is giving me some severe problems. Been working it for the last 30 minutes or so and now need someone who actually understands what the fuck they're doing to confirm my dumbass guesses.

Basic problem is that I can't connect to crap. Standard webpages load just fine, if a little slower then normal, but steam, vent, etc. wont connect for shit. Started with some speed tests and found the following as typical results:

The results dont look too bad, though the upload speeds are pretty shitty. I ran this initially a couple hours ago (about 9pm local) and at about 2/3rds the speeds I have now (at 12am local) so my best guess is just too many people on the same network lagging the fuck out of it, and therefore causing everything to run like shit.

After seeing steam never connect and having no luck with vent either I figured maybe they had certain ports/ip addresses blocked, so ran a couple more tests:

Sorry for the extensive post, but theforums really dont like long posts, so this becomes really difficult to format once you get a couple paragraphs in.

As a final note I did finally get vent to connect. Have to tell it to auto-reconnect to a server and let it run for awhile, after the 10th or 20th time it finally connects. Ping jumps from 56 to 5000's and voices cut in and out (as everyone i talk to says my voice does). Again thinking this is just due to the number of users online on my end hogging up bandwidth, but anyone have a better theory/work-arounds/more tests for me to run?

No, all I have is a single line running to a switch somewhere, that I'm sure joins a huge-ass network run through multiple hubs/routers/servers/etc. No direct control over it myself unless there's someway of using proxies and such (something I have no knowledge of).

I actually got steam to connect late last night, held through this morning, then steam crashed and had to restart, hasnt been able to reconnect all day. Since I've gotten at least one connect I'm betting it's not blocked, but there's some definate issues there yet

Complain to your ISP maybe?
Do you have a software firewall active?

Holy Sweet Sweaty Balls!! Steam actually connected again! After only 8 & 1/2 hours of trying today, finally got steam to hook up again! It's like trying to get an elephant and a pig to fuck! Seems as though time of the day doesnt have much effect (network speeds were better throughout the day while other people were at work, vent connected great), just something with the network setup. Hmmmmm....

i think it's telling that your tracer-routes die immediately. The problem is definitely on the base. Have you tried skype? I bet talking on it sucks too.

You could use that as a front for asking about the internet issues. You just want to be able to video conference w/ your wife, ya know?

The base is probably blocking a number of outbound ports which do not include http/https. I believe these are the ports Steam uses:
UDP 1200
UDP 27000 to 27015
TCP 27020 to 27039

If they are in fact blocking these ports, there's not much you'll get them to do for you. There are VPN services out there that you can pay for/use to get around port blocking, but I don't really know what services are good and if they work for Steam.

Ultros: No option for me on ISP's, nor much control for dick over the network. I'm temporary doing the whole military thing, just avoid mentioning it too much in the non-passworded forum.

On the plus side I've found that if I tell Steam to connect before going to bed it hooks up sometime around 11-12, do downloads as necessary, and then move it back to offline mode when I get up in the morning before other people get online. It's not optimal (i.e. I can't play with others), but at least I have access to my games...
