When I'm running a country it's all one-way asskicking. Always immediately attack the next most-powerful guy other there. That's the only way to assure that you win.

Well, ok. In the real world, if we suffered a nuclear attack from a state advanced enough to have ICBMs, I'd be the first to die.

I wouldn't really have time to run (about a half hour or less from launch) unless I fled before the launch happened. But if I did that and then no launch happened, I'd be pretty embarrassed and also out of a job.
