I don't see how it can really have smurfs.
If I put enough tier 2 shit on my tank it forces me to play with other people at tier 2.
I've played maybe 2 hours and I can already make a tank that maxes out tier 1. It has 6 tier 2 guns but everything else in tier 1. If I add so much as a tier 2 wheel it bumps me up.
That's pretty fair. Maybe there's more leeway at higher levels? Is it a problem?
Well, I'm not 100% sure how their system works, but basically the Tier you are in is based on A) how complicated your ship is (how many overall blocks/items) and B) how high the Tier of the blocks/items is.
The smurfs I've seen have ships that roughly shaped like a cross, made of 5 blocks of helium (3 blocks stacked with 2 1-block arms), a drivers seat on top, and a level 10 rail gun on the bottom. This is simple enough and has few enough high tier blocks to allow it to be a "Tier 1" craft. So he joins, floats straight up over the point, and 1-shot snipes everyone across the map (the rail gun has a zoomed scope).
An example (this guy is not really good)
